Institutional Arrangement

  • Institutional arrangement for the project remains as per existing PC-I. The project management structure may be seen at Appendix 2. Planning & Development Department is the executing agency for Southern Punjab Poverty Alleviation Project and responsible for smooth and timely implementation. Policy and strategic oversight as well as accountability for results function is performed by a Project Steering Committee headed by Chairman, Planning & Development Board. The PSC had, and still retains, the following composition: –

  • The Steering Committee shall be responsible for: –

i). Providing lead and policy advice to the project and for approval of yearly work plans.

ii). Periodically review the progress of the project

iii). Decide on strategic, administrative and financial matters.

iv). Give strategic direction and elaborate objectives of the Project;

v). Steer the Project in line with the real intent of the envisaged objectives and outputs of the project;

vi). Ensure the timely delivery of Project log frame outputs in accordance with and within the overall Project budget;

vii). Approve and review the progress on annual or periodic work plans;

viii). Monitor the performance of the Project Management Unit (PMU) and other key staff and carry out regular performance assessments;

ix). Provide support to the Project implementing agencies in implementation of SPPAP and in meeting objectives thereof;

x). Ensuring the production of periodic reports on project progress, management, outputs and outcomes.
