The SPPAP is designed to directly impact poverty through a programmed of social mobilization, social protection and asset & skill creation for poor households falling under the Benazir Income Support Program (BISP) Poverty Score Card 0-23.
SPPAP is following a focused poverty approach by using the information generated by the National Poverty Score Card Survey (NPSC) to identify households in the poorest poverty bands (0-23) and by using a pro-poor approach in the identification of its activities and implementation strategy.
SPPAP is highly gender sensitive project and inclusion of women ensured by specifying women as either sole beneficiaries of an intervention or by specifying quotas for them. 100% small ruminants, land plots and housing have been given only to poor women. 50% training provided to women with special focus on youth. 89% women under Food Bank, 72% in Revolving Fund, 43% in PEI & 45% para vets trainees are women.
SPPAP is a community driven project and all the interventions are being implemented through Community Organizations (COs) with the support of three Implementing Partners i.e. Social Mobilization Partner (SMP) M/S National Rural Support Program (NRSP), Vocational Training Organization (VTO)-Institute of Rural Management (IRM) and Entrepreneurship Training Organization (ETO)-IRM.
The International Fund for Agricultural Development (IFAD) conducts annual reviews to assess SPPAP’s progress, consistently commending its effectiveness. Over the past seven years, the project has achieved 100% of its physical and financial targets, with an outstanding targeting accuracy in reaching households in the 0-32 poverty quantile (categories 1 & 2).Since 2015, 440,938 households have benefited from project initiatives—exceeding the original target of 382,823 households. Financially, SPPAP has fully utilized:
- US$ 65 million from the first two loans
- 100% of the US$ 36 million third loanand US$ 2.9 million grant,
- 45% of the US$ 50 million
- As of June 2025, progress toward the reporting fiscal year’s targets stands at 100%, with the project expected to achieve all remaining goals within the stipulated timeframe.
